Why JAA TO training?

For ECAC Member States

JAA TO has been established by the Member States of the European Civil Aviation Conference (ECAC) [1],in the form of non-profit self-financing foundation under the laws of the Kingdom of the Netherlands: a full ECAC Member State. In its legal Statutes /Articles of Association, the Board of Directors must be appointed amongst the 44 Director Generals of Civil Aviation (DGCA) by the Coordinating Committee(CC) of ECAC. These directors are responsible for the management of the organisation.

In accordance with the “Principles and Procedures for the Establishment and Management of an Associated Body to the European Civil Aviation Conference” document [2],which was adopted by ECAC’s Directors General and inserted in the ECAC Handbook of Procedures in May 2018, below lists some of the ways in which JAA TO contributes in furtherance of the objectives and functions of the Conference, injecting thus clear added value and continuing benefits to ECAC and its Member States.

  • JAA TO brings clear added value to the Member States essentially by ensuring that they have access to the most reputable, most awarded and most recognised Aviation Training Centre of Excellence in Europe and, even beyond, in the world.[3]

  • Through JAA TO, the States have access to the widest – and most up-to-date – portfolio of regulatory training solutions, which contributes to the prevention of gaps in training courses in the market.

  • JAA TO cooperates with other renowned training organisations to share experiences and good practices.

  • JAA TO is fully capable of anticipating new and emerging needs for training whether these needs come from regulatory evolutions or the use of new technologies or any other factors having a significant effect on the air transport sector.

    • One of JAA TO’s specialty is to pioneer regulatory training developments by advancing workshops on regulations that have not yet come into force: which addresses the Member States’ needs to ensure maximum preparation and stay ahead with qualified professionals.

  • Because JAA TO is an ICAO Platinum Member of the TRAINAIR PLUS Program (TPP) – the only one in Europe and one of the few worldwide – all courses from the ICAO TPP library can be requested at any moment for delivery within Europe through JAA TO. Furthermore, JAA TO delivers training courses in all continents.

  • The state-of-the-art training centre in Schiphol-Rijk, less than 30 minutes from Amsterdam, with fully equipped classrooms, break-out rooms and own restaurant with international cuisine, provides for a fantastic training experience.

    • The optimal location serves as a hub in the heart of Europe meeting the first and foremost principle required by ECAC for associated bodies, which is to “perform activities in a more efficient and effective way than what could be done individually by a State”.

  • Via its fully established Course Development Unit (CDU), educational specialists design and develop competency-based training gems, which is the core element for ensuring that successful trainees become competent to perform their job, with the proper knowledge, skills and attitudes.

  • A pool of highly skilled experienced instructors is constantly refreshed with educational experts qualified through a robust Qualification Program.

  • Whilst being financially self-sustainable and not-for-profit, JAA TO does contribute, in kind, to ECAC's budget, by 1) offering, through this exclusive website, free-of-charge or discounted seats for training courses, 2) organising free-of-charge high-level workshops and brainstorming seminars exclusively for ECAC Member States, and 3) by continually making available free-of-charge support (know-how, advice, expertise, but also physical space i.e. classrooms) to help ECAC's Secretariat facilitate any direct workshops to Member States.

  • Via its team of skilled Account Managers, JAA TO pledges a customised individual approach to understand the unique needs of the Member States and make available best solutions accordingly – exclusively to the Member States of ECAC under economic privileged conditions*.

    • By approaching JAA TO’s customer service unit and making reference to their privilege as Member State of ECAC, the preferential approach is immediately activated, which includes lower fees* for all listed training courses.
